Admission to clinical residency to Tashkent Medical Academy proceeds according to plan of the Ministry of  Healthcare of the Republic of Uzbekistan.

About admission to clinical residency in 2018/2019 academic year

The Resolution of the President of the Republic of Uzbekistan dated May 5, 2017 PD -2956 “On Measures for Further Reforming the System of Medical Education in the Republic of Uzbekistan” and Resolution of the President of the Republic of Uzbekistan Shavkat Mirziyoev dated 5th  January and 6th of July 2017 and according to ordering “The situation of the healthcare in Uzbekistan: Problems and Prospects for Development”, as well as taking into account the demand and the need for high-qualified medical personnel in the Republic of Karakalpakstan, and in the regions I order:

  1. Following:
  • List of specialties on preparation of medical personnel by clinical residency in 2017/2018 academic year Annex 1;
  • plan of general and targeted admission of clinical residency in 2017/2018 academic year on medical HEIs and their branches, Tashkent Institute of Postgraduate Medical Education Annex № 2;
  • Plan of admission to targeted clinical residency in the 2017/2018 academic year at scientific research institutes, scientific and specialized scientific-practical medical centers Annex № 3;
  • Schedule of organization of clinical residency tests and oral examinations for 2017/2018 academic year in medical higher educational institutions, Tashkent Institute of Postgraduate Medical Education, scientific research institutes, scientific and specialized scientific-practical medical centers in accordance with Annex № 4;
  • The list of responsible secretaries for admission to clinical residency 2017/2018 academic year Annex 5;
  • to the schedule of the association of medical higher education institutions, Tashkent Institute of Postgraduate Medical Education, Scientific Research Institutes, Specialized Scientific and Practical Medical Centers, medical higher education institutions for training of clinical interns in “Ideology of National Independence” of the Tashkent Institute of Postgraduate Medical Education centers Annex 6;
  • Compliance of bachelor directions for clinical residency specialties during the course of admission to clinical residency in 2017/2018 academic year Annex 7;
  • To approve the forms of reporting on admission to clinical residency in the 2017/2018 academic year in accordance with Annex 8.
  1. To determine:
  • Admission to clinical residencys are performed through test and oral examinations;
  • These doctors do not have the right to participate in the competition if the sum of the costs is less than 30% of the maximum allowed entry into clinical residency.

3.In accordance with Annex 1 of the Order of the Ministry of Health of the Republic of Uzbekistan from June 12th , 2012 of No. 170 “About confirmation of compliance of medical (doctor’s) and pharmaceutical specialties and the nomenclature of positions in the institutions of the Ministry of Health of the Republic of Uzbekistan” Preparation for the 2018 academic year based on the list of specialties listed in Attachment

  1. Ensure that media coverage of clinical residencys is provided by the newspaper “Healthcare in Uzbekistan – Zdravooxranenie Uzbekistana” (I. Soatova) and the Center for Electronic Healthcare “Uzmedinfo” (D. Usmanov).
  2. The directors of the Medical Higher Educational Institutions and the Tashkent Institute of Postgraduate Medical Education, the Urgench branch of the Tashkent Medical Academy, the Nukus branch of the Tashkent Pediatric Medical Institute, the scientific research institutes and the specialized scientific and practical medical centers:
  • Realization of announcement of Admission to the clinical residency through the mass media from the day the competition to 20 August of this year (today);
  • submit information on accepted documents to the Main Department of Science and Medical Education by August 23 of the current year;
  • Admission to clinical residency till September 10 of the current year;
  • Establishment of the competition for the targeted places in the Republic of Karakalpakstan and the regions, and the appointment of doctors for the regions to be allocated to those who wish to work in these regions or other regions;
  • Organizing free trial examinations for the physicians participating in the clinical residency for scientific research institutes, specialized scientific-practical medical centers, free of charge in the appendix 5;
  • submit a report on the implementation of the clinical residency plan to the Ministry of Science and Health Education until 14 September of the current year;
  • Ensure that each physician participating in the competition is admitted to the clinic residency by his / her admission and submission deadline for examination exam dates;
  • start the educational process on the 2017/2018 academic year in the clinical residency from September 12;
  • Provide a copy of the “tripartite agreement” with them to each graduate institution admitted to clinical residencys to complete their employment and submit them to the graduate institution where they have completed the “Employment Admission” provided by the higher education institution.

To provide monitoring of employment of each specialist who has completed the clinical residency, the Ministry of Health of the Republic of Karakalpakstan, Tashkent city and regional health authorities.

  1. Involve heads of healthcare departments of the Ministry of Health of the Republic of Karakalpakstan and all regions to invite doctors to participate in the competition, based on the needs of districts.
  2. Head of the Main Department of Science and Medical Education (U. Ismailov) and the Center for Medical Education Development (M. Alimova) should ensure that the curriculum on the specialty of new clinical residencys in higher education institutions of the Republic up to August 26, 2018 and is approved for approval .
  3. First Deputy Minister of Health (B. Yusupaliev) and Head of the Department of Science and Medical Education (U.Ismailov):
  • redistribution of clinical residencys for the Republic of Karakalpakstan, regions and the city of Tashkent as part of their territorial quotas, unless they are filled in;
  • Sending them within the regional quota, with the consent of the competitors, who passed the competition in Tashkent, in the branches of scientific and specialized centers of medical higher education institutions of the Republic of Karakalpakstan and regions;
  • To take into consideration the reasonable proposals and additional allocations included into the clinical residency admission to the needs of medical higher education institutions, scientific research institutes, specialized scientific and practical medical centers.
  1. To the department of Economy, Financing and Prospects (M. Mirtalipov):
  • Establishment of an annual training cost estimation for clinical interns for the 2018/2019 academic year in the Ministry of Healthcare as of August 1 of the current year;
  • To take measures to develop the cost estimates for the total 108 hours of teaching of the subject “Ideology of National Independence” for clinical interns of higher educational institutions, research institutes, specialized scientific and practical medical centers and to take measures for the proper funding.
